Explanation: This secret Serbian plan was uncovered by the military intelligence of the Republic of Bulgaria. "The Bulgarian government has handed over information related to “Horseshoe” operation to Germany and the NATO Intelligence Service, a plan by Serbian dictator Slobodan Milosevic to ethnically cleanse Kosovo in 1999. As a minister, I provided the German Foreign Minister Joschka Ficsher , respectively the NATO the report possessed by the Bulgarian government and which clearly showed that there was a 'Horseshoe' plan in existence, carefully prepared by the Serbian secret services and the then head of state Milosevic, and aimed at clearing Kosovo of ethnic Albanians "This plan culminated with the expulsion of a large number of Albanians from Kosovo,"7 explained former Bulgarian Foreign Minister Nadezhda Neynski (then Nadezhda Mihajlova) in a documentary titled "The Secret History of the “Horseshoe” Plan", prepared by the private Bulgarian television channel " bTV ". Nadezha Mihajlova was part of the cabinet of Prime Minister Ivan Kosotov (1997-2001) of the rightwing UDF (Union of Democratic Forces) party. Her explanation regarding the deconstruction of this Serbian secret plan was confirmed by the then German Minister of Defense, Rudolf Sharping, who, on April 5, 1999, while the bombing of NATO forces by the Foreign Minister was continuing had received a letter from the then Foreign Ministe Joshka Fisher containing data from the Horseshoe plan. Sharping, in his book "Wir dürfen nicht wegsehen - Der Kosovo Krieg und Europa", wrote: "We had in possession the 'Horseshoe' plan. Finally, we had evidence that the purge and expulsion of Kosovo Albanians was planned with all the details and appointments of the participating Yugoslav units. The processing of the data gave a clearly desolate picture. I decided to make this plan public in the coming days“. 8 7 “Plani Patkoi” është zbuluar nga ushtria e Bullgarisë. 09.01.2012. https//www.telegrafi.com 8 Sylë Ukshini, “Patkoi”-plani serb për dëbimin kolektiv të shqiptarëve. march 24, 2016. https://www.voal.ch, fq. 106-107. The dimension of Serbian anti-Albanian policies is permanently recycled over the purposes of crime and occupation, depending on the circumstances which arise inside and outside Serbia. It is strange that such Serbian "recyclations” take place without interruption, both in times of peace and in times of crisis and war! Serbian assimilative and occupatory goals against non-Serbs (without exception) include all dimensions: from political and economic temptations, to physical violence, acculturation, linguistic and religious assimilation, police terror, military terror, etc. For at least two centuries, the 19th and 20th centuries, there have been at least four known wars of conquest (1876-78, 1912-13, 1944-45, 1998-99) that Belgrade has waged against ethnic Albanians. Nobody knows the gravity of the crimes and the all-round demographic, cultural, political, economic, etc. consequences, while it is known that before 1876, the Albanian settlements extended to Velika Plana, a settlement that is located in the vicinity of Belgrade. Seen in retrospect, Serbian machiavellian politics has managed to reap its fruits of crime and occupation. The target of these "fruits" has been the Serbian territorial expansion, carried out mainly in the south-west of the Balkan Peninsula (Kosovo, Albania, Macedonia, Montenegro, Bosnia and Herzegovina, and Croatia), by what is known as the core of the Serbian state, the "Belgrade Pashalik", established in 1803. So, at the core of Serbian politics, there has always been territory - land, and nothing else! On the other hand, over the two centuries mentioned above, Belgrade has pursued Balkan political directions that have favoured Serbian expansionist goals, as well as Euro-Eastern lines. Understandably, the godfather of a great Serbian state, especially during the twentieth century, was Russia. The combination of the colours of the Serbian invading political "Rubicon" has not been stopped by any logic and means: crime, crime and only crime…! Throughout the two decades of this current century, (XXI), Serbian Machiavellian politics aims to reorganize and stabilize its ranks after a long criminal and invasive journey throughout the whole of the century we left behind , the twentieth century. Serbia's main goal is to exert very perfidious efforts, through its supposedly peaceful role, not only to turn the devil into an angel, but also to manipulate and hide forever from history the genocidal facts that Serbia has committed everywhere throughout the Balkan Peninsula. Such Serbian tendencies and actions are mostly aggravated internationally, even to the point that Serbia is presented and identified as a "victim" of various crimes and wars in the Balkans, and of course, in Kosovo as well! Today, 20 years after the war in Kosovo, there are individuals with different institutional authority and responsibilities, organizations, political and party entities, media, etc., in Europe and beyond, who enter and exit casinos where “the Serbian roulette ” has been played for 150 years now ! But the facts of the story are adequate, true, and even stubborn! Below, we will be presenting the concrete facts, the Serbian secret plan "Horseshoe",1 which was discovered and unmasked, not by the Albanians against whom this plan was drafted, but by European services and mechanisms. This plan was secretly prepared in Belgrade by Serbian state institutions (1998/99). It was one of the most monstrous plans in the "history" of various anti-Albanian projects with the latest strategic objective: the massive depopulation of Kosovo's territory by the ethnic Albanian element. The secret plan "Horseshoe" was designed in detail aiming to achieve the "scorched earth", in order to achieve the maximum: the ethnic cleansing of Kosovo. According to the implementation objective, this plan was foreseen to be implemented at the beginning of 1999, in three phases: 1. The first phase of the plan was envisaged to be implemented during the month of January (1999), which included the eviction of the population in the northern part of the country. 2. The second phase of the plan was envisaged to be implemented during February, which included the cleansing of the ethnic Albanian population in the central part of the country, respectively in the Drenica region, with the aim to eliminate the units of the Kosovo Liberation Army (KLA). 3. The third phase of the plan was foreseen to be implemented during March and April, and had as its last objective: the cleansing of the eastern and southern areas, in a word, of the entire territory of Kosovo. In addition to the killings, the disappearance of corpses, and the imprisonment of the population, two border crossings were opened for the deportation of the population: one with Albania at "Qafë të Morinës", and one with Macedonia, at "Bllacë". The implementation of this macabre plan was led by the Serbian and Montenegrin armies, which were the vicious inheritors of the former Yugoslav army (YA). The headquarters of this murderous army had the following structures under its control: Special police units and structures, special military units, paramilitary units, and volunteer-mercenary forces from different countries, such as: Russia, Belarus, Ukraine, Romania, Bosnia and Herzegovina, Macedonia, etc. Then, there were subordinate forces: civil defence forces, church synods, secret services, as well as logistics, medical units, civil society organizations, military technology, air force units, artillery units, tanks, etc.
1 Albanian: “patkoi”, serbian: “potkovica”, english: “horseshoe” The regular Serbian-Montenegrin army was under the full control of the High Council of Defence, composed of the presidents of Serbia and Montenegro ("Yugoslavia").
